Dr. Jeffrey Fellows is a health economist with extensive experience implementing and evaluating community-based and clinical practice-based research.

Dr. Fellows conducts research on oral health, including an examination of the incidence and risk factors for osteonecrosis of the jaw, thresholds to initiate restorative caries treatment, pay-for-performance in dentistry, and clinic interventions to reduce tobacco use among dental patients. He is the director of the Western Region of the National Dental Practice-Based Research Network (NDPBRN), a collaborative of dental practices and organizations. From 2005 to 2012, he was Permanente Dental Associates’ node director for the Dental Practice-Based Research Network, which preceded the NDPBRN.

Dr. Fellows’ research also has focused on the disease burden of tobacco and the effectiveness and cost-effectiveness of interventions to reduce tobacco use. He was the principal investigator on the Inpatient Technology-Supported Assisted Referral study linking hospitalized smokers at Kaiser Sunnyside and Oregon Health & Science University hospitals to outpatient cessation services and medications. He was also principal investigator on a project estimating the return on investment of smoking cessation programs for health plans and employers.

Before joining the Center for Health Research in 2002, Dr. Fellows served as a health economist at the Centers for Disease Control’s National Center for Chronic Disease Prevention and Health Promotion. He is a member of Washington state’s Tobacco Prevention & Control Expert Evaluation Advisory Committee, and regularly consults for other state tobacco control programs. Dr. Fellows holds a PhD in economics from the University of Utah.
